After graduating from Harvard College in 1983, he began his real estate career in 1984 selling New York City investment properties during his first year of law school at NYU Law. As an attorney, he specialized in real estate and corporate law on behalf of several notable developers, investors, and institutions. In 1990, during a nationwide recession, he assembled an investment team and began acquiring foreclosed and underutilized properties and recycling them as affordable and workforce housing.
Mr. Francis expanded his efforts by opening and directing the Long Island office of Community Preservation Corp. (a $10 billion affordable housing loan consortium founded in 1975) from 1993 to 1996, where he structured and financed numerous multifamily and commercial projects. In addition to the many projects he invested in personally, Mr. Francis has brokered and financed numerous projects for his clients, uniquely structuring deals using private and conventional means, including debt, equity, and credit enhancement to maximize return on investment.
Mr. Francis has served on the boards of the Guggenheim Museum, New York Institute of Technology, and the Long Island Commercial Network of Realtors. He now runs the Family Office Group at the Harvard Club of NYC and advises Family Offices as clients and investors.

As the President of Tactic Networks, he designed the marketing and business development strategies that led to their profitable acquisition by Packeteer (NASDAQ:PKTR). As CEO of InfiniCon Systems, he built and led the company to a leadership position; the company was acquired by QLogic (NASDAQ:QLGC). While EVP & CTO, INRANGE technologies, Mr. Foley was Project Manager for the extremely successful 2000 IPO (NASDAQ:INRG) which reached a $5.5B market cap while revenues rose from $185M to $265M in two years.
In addition Mr. Foley was VP, WW Marketing & Strategy, Amdahl (acquired by Fujitsu)and has served in executive positions at Memorex-Telex, IPL Systems, and IBM Corporation.
